isn't emi supposed to be the shortest one?

Being that she has no legs, I'd hope so

Height is in this order, from tallest to shortest:

+Lilly
+Hanako
+Rin
+Shizune, Misha
+Emi

Emi has switchable legs, so technically she can be any height she wants.

But, just as technically, she's naturally the shortest.

I bet she begs her parents to give her Lilly-esque long legs everytime she has to get new prosthetics. And they always say the same thing "No Emi, we're buying the ones that are in proportion to your upper legs."
And Emi's all, "CURSES! FOILED AGAIN! :("

Why does Hanako have Lilly's cane?

It looks like a crutch. Lilly's cane was described as being thin and retractable, Hanako's is strapped to her arm. You have to realize that this pic was done back when Shizune had teal hair (and was called Rosa), Lilly's hair was short,and Rin wore the girl's uniform; it was a long time ago. It would seem that this concept shows that at one point Hanako would have had a bum leg, in addition to her burns. So she would have needed a crutch to walk. Now this begs the question, would she have been more hot with her crutch?

Maybe, I mean I could see burns as bad as her's maybe doing nerve damage and needing it, but it'd lead to terribly awkward scenes of her trying to run from you end and ending up flat on her face.

Lilly with short hair, eh?

That just seems extremely weird. As does teal haired Shizune.

A Rin that tiny could probably indeed fit in a bin.

Crutch should have been kept.
