Based on the randomized 'measurements' on the official site, yes, Lilly's bust measurement is 1cm larger than Shizune's. But aside from that, Shizune is more or less 'known' for her bust. It was even in the original character notes that inspired the game.
Theoretically, Shizune's breasts could still be larger than Lilly's. Bust is the circumference around the woman's chest, at the height where the furthest point on the breast is. This measurement takes into account not only the breast but the size of the girl's thorax as well. Lilly is taller, and therefore proportionally larger than Shizune. Lilly could well have a larger thorax than Shizune, which would account for the 1cm difference in their bust measurements, while Shizune would still have larger breasts.
