If I can make a wild hypothesis, I think its a Prom Dress.
I don't know whether Japanese schools have proms or anything. That would perhaps explain the revealing dress and the miserable look. Maybe she's just doing this to please Hisao and Lilly!

I feel like this could be the closest drawing I've seen to how Hanako might look like realistically since you know, purple hair in real life isn't that common. But her head's a bit on the big side...

This is plausibly a ridiculous line of thought, but the lines where the dress intersects other parts seem to possess significantly less integration than where other parts intersect other parts; given what one has to know in order to draw worn clothes in the first place, this prompts the flight of fancy wondering of whether the dress was the last thing drawn, and whether the penultimate stage exists somewhere.
In any case: *significantly admires from the armpit up, as well as the legs*
Changes to the facial structure could probably be made to raise Hanako-recognition even further, but as it is the reality-resonance is fascinating.
Interestingly I didn't even notice the head size matter until reloading the page for NoScript and vieweing it in its screen-scaled size.
